Why Do People Say Power Rangers Mystic Force Is An Underrated Season Again?!

I have questioned the opinions of others in regards to what they think is an overrated or an underrated season of Power Rangers. But, what really boggles me is that some people think that Power Rangers Mystic Force is an underrated season because of the whole "magical fantasy" theme. I will have to disagree with those people, because I don't think Mystic Force is an underrated season because of the whole magical fantasy aspects. I say Mystic Force is an unbalanced season because, the show itself doesn't even know who its' main focused characters are. Should it be following the side characters in their quests, or should it be more focused on the actual main characters that were chosen to be Power Rangers in the show?!
This is the problem when a show keeps adding in far too many superfluous side-characters. You simply lose focus on which characters should be getting all the development and growth and which ones should be the ones supporting the main protagonists. Now, I don't mind the idea that we have a team of magic-themed Power Rangers battling creatures from the underworld, but I believe it would have been much wiser to just stay focus on the people who are actually chosen to become Power Rangers. Or, if you really want to focus more on the side-characters, then why not make them Power Rangers instead and get rid of the ones that you've actually chosen to be the main rangers?!
Do you see what I mean about the show itself being unbalanced? They have all these characters crammed into this one 32-episode long season and they don't even know what to do with them. I mean, say what you will about the 1994 live-action Street Fighter movie. But, hey, at least they were trying to give everyone else enough screen-time and different roles to play. Even most of the Tokusatsu shows and movies that Riku Sanjou has written can do better with the amount of characters being featured and Movie War Megamax was a good example of balancing out multiple characters. But with Mystic Force?! We don't really get that. We only get character moments, but not any real character growths and actual individual character arcs between are main rangers, except for Xander. I mean, the closest that we have of any form of character-development is Vida suddenly liking the color pink at the end of the show. But that's it. Other than that, we got nothing. Yeah, there was also "Strangers Within" where Vida waa turned into a vampire. But that didn't really do much for her character as well. She never really learned anything from her experience of being turned into a vampire. Nor did actually reflected her past experience with that one episode and how it would effect her friemdship with Chip. Hell, Madison barely got any form of character growth and development in her individual arc and she just came out saying that she hardly did much of anything in the show other than helping out Jenji and getting turned to stone and confronting Nick in part two of "Mystic Fate". And there was the moment where she pointed out which door would lead to the tribunal of magic and which one is the wrong path and why her town of Briarwood needs color and laughter in the Dark Wish trilogy. But, that is it. The rest of the time, we're focused more on freaking Leelee and Undonna trying to find Leanbow in the second half of the show. I feel like the show's producers and writers were just wasting these actors' time because they focused more on giving the fans too much original contents and less team-up episodes a year and less character-driven stories or character-focused episodes with our main rangers back in 2006-2008.
But, I digress. It's just opinions after all.
So, what do you think? Is Mystic Force still an underrated season because of the magical fantasy theme or is it an unbalanced season because of the fact that it has far too many superfluous side-characters and not enough focused on the main chosen Power Rangers and the producers and writers didn't know what to do with them?
