So, it's a new year and seeing as though we have gotten at seventeen Heisei-era Kamen Riders that were being given their own movies. It's time that we select our top ten best and worst Kamen Rider movies of that era. They need to be released in theaters, not directly to Blu-ray or DVD only, and no net-movies tie-ins as well. You are also to talk about the spring movies and the movie taisen films as long as they have the current main rider and the past rider interacting with each other. If there is a moment in the movie that you believe is the either good or bad, please feel free to discuss them in your list, but only have it summarized in one sentence.
That being said, enjoy and share your thoughts on which Heisei-era Kamen Rider movies that you either love or hate.

I'll do the summer movies and Movie Wars.
Best:
Movie War Ultimatum. Greatest of the Movie War series. Cool extra final form for Fourze, Special Rush for Wizard, Ishinomori era characters and a cool story that brings together the Kamen Rider franchise. Surprise Future. An awesome summer movie, there aren't a lot of really awesome summer movies in Heisei Rider Phase 2 but this one counts. Time travel story, plot twists and cool fight between Drive Type Special and Paradox. Gaia Memories of Fate. I like how the NEVER brought a new element to W that continued in the series and Double Returns. It's the first KR summer movie I thought was cool and new. Episode Final The Movie. This was the first movie of the entire Heisei Era to not suck. I only saw it recently after watching Ryuki for the first time but it offered a satisfying conclusion that the series didn't. Similar to Decade. Ore Tanjou. Interesting plot in feudal Japan setting with a dangerous villain meddling in time travel. The First and The Next. A fresh portrayal of the original 3 riders' story condensed in to 2 movies that were overall fun to watch with generous amount of blood and gore.
Worst:
Super Movie War Genesis. Obviously. Inconsistency between series and crossover, no exclusive forms except for Zero, it was a bad Movie War that I don't want to rewatch. Protect G4. The first movie of the Heisei Era. It sucked. Seriously, who wrote this? 7 War Oni. A flashback movie with several inconsistencies and it was just boring. 100 Icons. More inconsistency in Ghost movies. Typical. Why does a ghost need a mortal body to exist? Why does Extremer need the power of an implausible theory rather than a proven law like gravity? Argos' plan is just the same as Daidou trying to make everyone NEVERs. Takeru didn't need to "die" (technically not alive) again. I'd rather watch this than the other 2 summer movies mentioned though.

Yeah I haven't exactly gone out of my way to watch Bad Rider movies. Well Primarily most of the SHT films since the ones close to be decent were either Z, or Showa vs Heisei & everything else is a mess in that series. & yeah I'm very bias when it came to the Adult Reboot I thought the First was alright enough but I really couldn't stand how Next was about 80% A Grudge or Ring knock-off & about 20% of Rider action.

The screenplay of Kamen Rider Agito: Project G4 was written by Toshiki Inoue. The same guy who also wrote the screenplays and plots of Kamen Rider Faiz (both the TV show and the movie, "Paradise Lost"), Kamen Rider Ryuki: EPISODE FINAL, Kamen Rider THE FIRST, Kamen Rider THE NEXT, Kamen Rider Blade: The Missing Ace, Kamen Rider OOO's portion of the film, "Movie Taisen CORE", Choujin Sentai Jetman and the first 25 episodes of Kamen Rider Decade.

^ I'm glad you answered that, even though it was supposed to be rhetorical, since I was surprised. I love Faiz and Jetman and get excited whenever Inoue writes Tokusatsu. It blows my mind that such a talented writer can write some of the worst I've seen, the second half of Hibiki and Agito's summer movie. Likewise, Kobayashi, the writer of ToQGer can write amazing shows like Timeranger. When I watched Agito's summer movie, I thought "Geez, did Haganeya Jin (Urobuchi Gen's understudy) write this?!" since it was so lame. I don't expect this from Inoue.
Anyway, I thought the first half of Decade (the half most people preferred, including myself) was written by Aikawa Shou, head writer for Boukenger.

Sorry. My bad, Sh Ranger! But yeah, I agree with what you said about Inoue-san and Kobayashi-san's credibilities as writers. Especially Kobayashi-san. I mean, she was so cool when she wrote Kamen Rider OOO and Timeranger. Now when I found out that wrote Toqger and I was like, "WHAT THE HELL HAPPENED TO YOU KOBAYASHI-SAN?! How could you go from writing one of my favorite Neo-Heisei era Kamen Rider shows and a well-written sentai series from 2000, to writing this piece of crap?!"
I don't know if she was burned out from writing Toqger, the current Garo shows in 2014, and JoJo's Bizarre Adventures' 2014 movie adaptation at the same time, or it could be stress or peer-pressure from the head executives from Toei. But either way. I was never gonna forgive Kobayashi-san for writing such bad heroic characters like the main five Toqgers. Inoue-san....well, I'll forgive him for killing off Kamen Rider Femme's character in "Episode Final", but I will not forgive him for being responsible for writing the second half of Kamen Rider Hibiki.

^ It's cool, dude, your answer opened a lot of questions about the inconsistency of these writers. Faiz is my favorite Kamen Rider thanks to Inoue's amazing dramatic plots, immediately before missing the point of Hibiki and after making that awful Agito movie. He wrote the season which I generally like, but screwed up the movie, how? Again with Kobayashi, I can't understand either how the writers of Timeranger and ToQGer are the same person. I'm starting to think maybe Inoue and Kobayashi aren't so different. Both have written amazing stuff and also some of the worst in history, especially ToQGer. It's crazy.

I know, right?! Even the blog from JEfusion about how Toshiki Inoue and Yasuko Kobayashi's writing skills are similar and different to one another pointed that out.
