The Mirror has more details on the two specials

They will be filming the episodes 'back to back' with series 13, meaning that when Jodie wraps filming this year, she is done in the role. The two specials will fill the void left by the missing 9th and 10th instalments that would otherwise have been normally part of her regular run. It's 'expected' there will be an easter special, and the second may be held over until next summer.

They say there's a very slim chance of there being a full series 14 in the same year as the specials with a new Doctor
