To this day when I think ‘Blue Ranger’ I still automatically think ‘the smart one’ so I gotta go with the OG Billy.
Runners up for me include Rocky (I feel he really came into his own once he was no longer the lame duck Red Ranger who didn’t lead), Tori, Ethan and Koda.
