Out of all the characters of Power Rangers Ninja Storm that I actually do have memories of, Kelly Halloway, the store owner of the Ninja Storm Rangers' local hangout, "Storm Chargers" and Dustin, Hunter and Blake's employer is literally the only character that I have absolutely no memories of or is even worth talking at all. I mean, seriously. I have rewatched all 38 episodes of Ninja Storm and I still don't remember her character actually doing anything that is so relevant to the main plot. Like, why is she even in this show again?! What kind of role does Kelly play in Ninja Storm again?! Is she supposed to figure out who the Power Rangers are because, I don't think the writers had a clue about what to do with this character at all.
Any thoughts on why the character of Kelly Halloway should exist in Ninja Storm again?!

I thought she was a fair character. Ultimately she was just the seasons Ernie type character. Judy there for scenes that needed to be. And help the Rangers out when not rangers and the like.

Wasn't Ernie originally planned to be a secondary mentor-character for the Mighty Morphin' team back in season one of MMPR?! And also, I have heard that there were also original plans for him to find out that Jason, Zack, Billy, Trini, Kimberly, and possibly Tommy were the Power Rangers. I know that technically Ernie was a superfluous side-character back in MMPR-ZEO until his actor, Richard Genelle left before the TV season of Power Rangers Turbo aired on TV. But, there were original plans for his character to actually do more for the team, besides running a god-damn juice bar. However, I think the writers should have started with making Kelly's character a bit more useful to the plot of Ninja Storm much like how they did with Hayley in Dino Thunder, one year later. At least Hayley had a purpose to actually be a part of the Dino Thunder rangers' lives since she was the team's technical advisor and she did created the rangers' morphers and most of their weapons and vehicles. In other words, Hayley was the Dino Thunder-equivalent to Alpha V and Alpha VI, minus the comedic personalities, but more of the technical aspects to the character. Kelly Halloway could have gotten more potential of being a useful side-character, yet alone being revealed to be a former student of the Wind Ninja Academy, if the writers had put in more thought into giving her actress more to do in the show besides "smile and look pretty in front of the camera." But, that's just it...they didn't really thought about it, until one of the older fans started to question their methods, years later. Or they just didn't care.

She's there because otherwise the store could have been robbed any time the rangers all ran out to save the world. Hard to paint them as the good guys if that happened. As far as I remember, Kelly was never shown being particularly tech minded. Mechanics sure, but not computers. They already had Cam for that role. By contrast, Hailey from Dino Thunder might have run an internet café but she was also a highly gifted and trained scientist and technician.
I like having a few average characters around to add some depth to the world and remind the viewers that rangers are not the norm. The world does go on without them. It also adds some continuity to keep showing the same background characters when they have jobs and roles near the rangers.

But wouldn't it be more interesting if we had some side-characters like Hayley, Boom, or even Phineas and Spencer that are actually useful to the plot instead of adding unnecessary pointless side-characters like Mr. Burley, Red-Bot, Tensou, Leelee Pimvare and Victor and Monty who should not even be in the show in the first place and actually contributed to nothing but be tedious, annoying side-characters?!

I saw her as someone who gave Dustin a job and helped him meet the Bradley Brothers & find his true calling. Plus, she was like a second mentor.
In my Samurai stories, she's one of my character's older maternal cousins. But she has no clue about his Samurai background.

You do realize that she was borderline annoying in the season, right?! It's like saying that Sam Witwicky (Shia Labeouf) is a much better as a flushed-out character than any of the main autobots from all four Transformers movies. And that is an even worse example for me to use in comparison to one other side-character that I am not a fan of. I mean, if Leelee was all that important of a character, then why wasn't she a Power Ranger in the first place?! Or for that matter, why wasn't she given her own show?! Who even asked for a character like Leelee Pimvare to even be a show about magic and mysticism in Power Rangers?! Think aboit it!!!!!

Or think about the fact that its his opinion and also, not all important characters have to be Rangers. And why get so irrate because someone has a different opinion and doesn't see your opinion as fact.

Mystic Force had its faults, and Leelee was quite unlikable now and then; for instance, when she tried to frame Nick for stealing money just because he wouldn't "show off" her new jacket. But her character works because she had to work very hard to change her nature and because the Rangers themselves had to see past their own conceptions and learn to trust her.
As far as Ernie goes, I like to think that he knew the Rangers' identities the whole time but never said anything.

Truth be told, some of the "villains" of that seasons weren't exactly shining stars either.
But you're totally right about Kelly not having much a purpose. There's no distinct personality unlike Fran from Jungle Fury, who actually does have some character focus...
Odd how after episode 25, there's no more Kelly. So, not sure how to feel about her other than neutral because I don't mind her.
