it doesnt look to be getting scrapped it looks like a new showrunner and writing staff is coming in. I found another article from THR that mentions that:

Ya my guess would be that maybe fiege wants to use those characters in live action be it TV or films. As there was reports when ghost rider was drop cause they wanted him in a film.
