Again Disney has more to offer fox board and fox wants disney. Vs from places I read Murdochs don't like Comcast and has more hurtle they would have to go through.
As for if we where speaking of just the film/distribution rights for fantastic four and xmen characters. Xmen yes if Comcast did end up winning and folded 21st century fox and the studio itself didn't exist any more then yes marvel and Disney would get the xmen rights back. As the deal marvel gave to fox back in 90s is only valid as long as fox itself is still a studio/company.
Fantastic four is a slightly different deal. As fox only had distribution rights to the fantastic four films. The studio containstine films holds the film rights to fantastic four. And currently they are on verge of going bankrupt and will cease to exist. So like above as studio who hold rights if they don't exist as said studio the old contracts would be null and marvel would then gain things.
So in the scheme of things even if Comcast some how ended up to buy fox and pass govt stuff. Ya disney wouldn't get 21st century fox TV and film studios, the share of hulu, sky, fx and nat geo channels. They would likely still gain ff and xmen characters.
